Aviation Planner

Julie provided aviation planning expertise on the SFO Terminal 1 Redevelopment project, including validation of the Basis of Design requirements, verification of the terminal configuration, and coordination with other team members (subconsultants and design-build partners).

She also continued work on the San Diego Airport Development Plan, as a subconsultant on the LeighFisher team.

She provided aviation planning guidance/QC on the Reno-Tahoe International Airport master plan and the Mineta San Jose International Airport terminal expansion project.

Julie was a key member of the Aviation - Facilities business unit.  Her responsibilities included both project management as well as individual technical contributions.  Specific projects:

San Diego International Airport Development Plan (2012 – 2016)

Julie managed a $6.1 million master plan for San Diego International Airport, the busiest single-runway commercial airport in the U.S. The goal of the project was to plan for the replacement of aging terminal facilities at a landlocked coastal airport experiencing significant operational, environmental, and political constraints. Responsibilities included:

  • Julie was the primary point of contact with the client and the consulting team, which included nine subconsultants. She became trusted by the client for my responsiveness, reliability and in-depth understanding of the project.
  • She led the technical team and managed the forecast, facility requirements analysis, alternatives development and evaluation process, and the preparation of the implementation plan.
  • She was in charge of QC of all project deliverables. She prepared and/or managed subconsultants’ presentation materials for client workshops, board meetings and committee meetings.
  • She was in charge of all administrative requirements, including invoicing, contract amendments, subcontract negotiations, client weekly and monthly updates, and budget tracking.

Brazilian Airport Concessions (2011 and 2013)

Julie developed detailed facility requirements models to evaluate future facility needs for major Brazilian airports (Rio de Janeiro International Airport and Tancredo Neves/Confins International Airport), as part of an airport privatization project.

San Antonio International Airport Master Plan (2009 – 2011)

Julie managed a $1 million portion of the Vision 2050 Master Plan for San Antonio International Airport. The goal of the project was to provide the City of San Antonio with a blueprint for future airport development to accommodate the next 20 years of traffic growth at SAT and to ensure the Airport’s site and facilities can accommodate demand through 2050. Her responsibilities included:

  • Involved in all steps of the master plan, from the inventory to the final documentation.
  • Supervised the development of cargo, general aviation, and support facilities development alternatives.
  • Coordinated with regional planning and transit agencies to integrate multiple modes of transportation at the airport.
  • Prepared a commercial development analysis.
  • Created presentation materials used in extensive public outreach efforts.
  • Oversaw the preparation of the final project deliverables.

Will Rogers World Airport Strategic Development Program (2007 – 2010)

Julie was the lead planner in the preparation of a land use plan for airport properties suitable for aviation-related development, as well as for land available for potential commercial development. She was in charge of the creation of a new base map, the preparation of development scenario, the creation of concepts, and the development of an infrastructure phasing plan.

San Diego International Airport - Destination Lindbergh (2008 – 2009)

Julie was a key technical contributor on the Destination Lindbergh plan for San Diego International Airport, a $4.5 million, 9-month regional planning process which provided a vision for the ultimate and optimal development of the Airport and surrounding transportation infrastructure.
